Since i use Bit Torrent on the east side through Time Warner's Hot Spot locations although first street, as well as Monarch's WiFi, or any acceptable network including Taza.  I felt a need to point this out:

"Metro Projects Update – Boyle Heights

Hello! If you are receiving this update you are on our Boyle Heights Community Stakeholders list. For the past year, you have been receiving our notices for community meetings and workshops regarding proposed projects on Metro owned land. Following is an update on each parcel as well as a list of upcoming meetings. As always, we welcome your thoughts, comments and input. Thank you for your continued participation in our process of community engagement.

Cesar Chavez and Soto
The proposed project at Cesar Chavez and Soto is comprised of 77- units of affordable family housing, both two and three bedrooms, and will include 8,500 square feet of ground floor retail. The affordability of the units will be a combination of low-moderate, low and very-low income units. The project is being proposed by Abode Communities, a not-for-profit affordable housing developer. Back in March 2015, the Metro Board approved entering into a Short-term 6-month ENA with Abode Communities. Since that time, Abode has been actively engaging the community in order to obtain their input. They have held community meetings and focus groups as well as individual meetings with key stakeholders. After this series of meetings, Abode presented their proposal before the Boyle Heights Neighborhood Council on Wednesday, October 28, 2015. It was approved to move forward to the next step in the process - a full Exclusive Negotiating Agreement (ENA) with Metro. The purpose of this next step is to refine the project in terms of the mix of affordability, commercial uses and negotiate the terms of a joint-development agreement with Metro. Based on stakeholder feedback, Abode hopes to increase the number of units designated for very-low income households. Metro’s Planning and Programming Committee will consider entering into an ENA with Abode Communities at their next meeting on Wednesday, November 18, 2015. The full Board will consider this request on Thursday, December 3, 2015 (see below for details).

1st and Soto
The proposed project at 1st and Soto is comprised of 66 units of affordable family housing, studios, one, two and three bedrooms, over 5000 sq. ft. of ground floor commercial space. The affordability of the units will be a combination of low and very-low income units. The project is being proposed by ELACC/Bridge Housing, a not-for-profit affordable housing developer. The Boyle Heights Neighborhood Council Planning and Land Use Committee approved moving the project forward to the full Boyle Heights Neighborhood Council on December 2, 2015 (see below)
Back in March 2015, the Metro Board approved entering into a Short-term 6-month Exclusive Negotiation Agreement (ENA) with ELACC/Bridge Housing. Since March, ELACC/Bridge Housing has been actively engaging the community in order to obtain their input. They have held community meetings and focus groups as well as individual meetings with key stakeholders. The proposed project is still in development and they are fine-tuning the design which is immediately adjacent to the 1st and Soto Plaza and Station. In order to continue engaging the community and obtaining input, an additional 6-month extension to the Short-term ENA is proposed. Metro’s Planning and Programming Committee will consider extending the Short-term ENA with ELAAC/Bridge Housing at their next meeting on Wednesday, November 18, 2015. The full Board will consider this request on Thursday, December 3, 2015 (see below for details).

1st and Lorena
In March 2013, the Metro Board approved an Exclusive Negotiating Agreement (ENA) with A Community of Friends (ACOF) to develop affordable housing at this site adjacent to the 1st and Indiana Station. Through a community outreach process, the project has been modified to include 49 units of affordable family housing with 10,000 sq. ft. of ground floor commercial space. Twenty-four of the units will be offered as supportive housing for veterans.

Over the past eight months, ACOF has held a series of community meetings and open houses to refine their project concept. The Boyle Heights Neighborhood Council approved the project by a vote of 15-1 in July 2015. Additionally, the project obtained the approval of the Boyle Heights Design Review Advisory Committee in August 2015. At this juncture, ACOF is in the process of securing their entitlements through the City of Los Angeles and finalizing the design and retail components of the project. In order to go to the next step in Metro’s process, a Joint Development Agreement, entitlements and city approvals must be obtained. ACOF needs additional time to complete this step. As a result, Metro’s Planning and Programming Committee will consider extending the ENA with ACOF for 6-months at their next meeting on Wednesday, November 18, 2015. The full Board will consider this request on Thursday, December 3, 2015 (see below for details).

Mariachi Plaza Station
Metro has procured the urban design/architecture firm of Gwynne Pugh Urban Studio. Together with their architectural team Perkins and Will, and DakeLuna for community outreach, Gwynne Pugh will conduct design charrettes and lead the community engagement and Development Guidelines process for Mariachi Plaza in early 2016. Development Guidelines are a requirement prior to Metro releasing a Request for Proposals for development at the site. Stay tuned for a schedule of meetings.

Cesar Chavez and Fickett
This site had been proposed for affordable housing and most recently as a supermarket. However, Metro staff seeks to engage the community and gather more information as to potential uses for the site.

Metro will be working with their urban design/architecture team – Gwynne Pugh Urban Studio, Perkins and Will, and DakeLuna for community outreach to facilitate design charrettes and community meetings to obtain input in order to create development guidelines for the site. 1st and Boyle
Eighty units of affordable family housing with approximately 4000 sq. ft. of ground floor retail are currently under construction. The developer is McCormack Baron Salazar. The project is being constructed under a Ground Lease executed in March 2015. The affordability of the units will be a combination of low-moderate, low and very-low income units and will include one, two and three bedroom apartments. The project had its groundbreaking in May 2015 and completion is expected mid- 2016.
The developer has been working with Self Help Graphics and local students to create a temporary art fence for the project site. Thirteen vibrant and artistically creative banners will soon be installed along the temporary construction fence.

I'm not going to be able to do a proper after post today.  But suffice it to say. the Metro project on the south sie of 1st and soto, is moving to December 2nd's GBM.  As is the Verizon request.  The project at first and State however was rejected, pending further data/information, and will return back at the next pluc meeting in January.

PLUC, CSO & Area 1 B&F updates


Just a few reminders for today.  Primarily since this is occuring at about
5/5:30pm today in downtown. @ 534 N. Alameda & Temple the Centro CSO is going to have a gathering regarding the detention of immigrant families.  I am unfamiliar with the exact details, so please. If you are in the area and see this event going on, ask one of the demonstrators.  They want to spread the word on this issue.

I was asked to film/document this event, and if i am still downtown at the time i will.  I will also attempt to live stream the event if i achieve a viable 'net connection.

Next up,  some reminders.  the Boyle Heights Budget & Finance Committee is meeting at the Benjamin Franklin Library on Wednesday the 4th of November, at 6pm.  This is where Council and Committee members discuss how to spend the money given to the Council by the City of Los Angeles.  I.e. Outreach, NPGs, etc.  There is a general public comment portion (item 5 on the agenda) where you can make any comments you wish.  These comments follow the same rules as with any other meeting as that the committee cannot act/comment on them.  But they will/should be recorded.

This is to be followed by the Area 1 meeting (at ~630pm).  This meeting is a bit more informal.  There is a listing on the agenda for General Public Comment, but the meeting its self is pretty much that, as it pertains specifically to Area 1.  But i am sure that other area residents are welcome too.  Area 1 is the North Western corner of BH.  Specifically with the boundries of: Mission, Marengo, Soto, and 4th St.  So if you have any ideas, thoughts, questions, comments, concerns regarding Area 1.  And want a friendly open forum to voice these so that we can bring them to the board or the city or our representatives.  This is where to go.  That's what the area meetings are designed for.

Please note the time start change.  As we will be having the meeting at the BH City Hall, we are not bound by the 8pm time limit that we have at the library (when it closes).    So we can start a little later.  Not saying that we will.  Just saying that we will have that option.

The agenda is not out yet, but is should be out around late Friday or early Saturday on the BHNC page.  The one linked on the BHNC.net page is last month's agenda.  I will also upload it to my site and link it here after it has been finalize.  One item i know that wil be on the agenda will be a discussion on as to (paraphrase) "how long is considered a reasonable wait time to begin the meeting/wait for quorum/cancel the meeting."  Personally i would like to hear what the community is WILLING to wait.  10 minutes?  20?  30?  I know that the presenters will wait.  But what of the community.  


[Also, i was informed that one of the committee members has resigned from the PLUC.  This leaves an open position, for a qualified board member.]

October 28th BHNC General Board Meeting: Later Later_

Ok.  so let me start out with a couple of pictures of the dispute that was presented to the community.  These were copies of the petition, and claims/evidence, to remove Carlos Montes from the Boyle Heights Neighborhood Council.  I have highlighted portions of the videos for quick reference, but have not marked them in the video themselves.  The videos are worth watching if for any position you take on the issue, you can see how it goes about.  And give you an idea as to what to do and what not to do, and give you thoughts on how to civilly remove someone. I encourage you to look up the process, and remember when you are engaged in something like this.  Be as accurate and precise as possible.  What you put up for a vote IS what is going to be voted on.



Second, a bit of a disclaimer.  I don't always pay attention to my recording device.  My device sometimes automatically stops recording for whatever reason (i know why, but don't bother to ask).  There ARE some gaps in the recordings.  Thankfully, i got (just about) all of Item 4.

BHNC GNB_ Gentrification updates & Possible Expulsion

Tomorrow's BHNC General Board meeting agenda includes the following items. [These items were original on the BHNC PLUC agenda (October 13th), but due to that meeting being canceled because we did not me quorum, was moved to the General Board Meeting.  This was because they were considered "time sensitive."  The PLUC did NOT take a position or give a recommendation regarding these projects.]:

These are community issues regarding gentrification.  I believe that they are going to be more of a public outreach providing information. [I do not know if public questions/comments will be allowed during Item 7.]

I will openly admit that i am of the opinion, that during his tenure as President of the BHNC, that Carlos was one of the most active members of the Council and one of the most productive.  I firmly stand with him on this issue.

The current president has declared openly that these meetings will not go on for longer then two hours and defiantly not three hours.  So be as concise and forceful with your comments as possible.  And please note that although there is a 1 minute time limit on public comments, if you go over that limit, it will most likely be allowed.  However, don't get distracted when they say "time."  Just finish what you are saying, and please stick to your comment/point.  Commenting that it's not enough time, shortens the amount of time that OTHERS have to comment.

PLUC_ After After

Well, by now you probably hadn't heard that last night's PLUC meeting was canceled.  We didn't make Quorum.  It is not odd that a meeting will start a little late, as we are waiting on people who may be stuck in traffic or can't find parking.  But this time we waited until 6:41 (by the library clock). 
There was an audience.  Mostly comprised of presenters, with only 2 community members.  So those of us that were there were willing to wait just a little bit longer.

We were able to at least get through public comment and make announcements, but with out quorum we can't take any voting action. As it was just me there, along with the BHNC president.  We need at least four present to make quorum.

PLUC meeting reminder

OKay, so tomorrow's PLUC is being held at the regular time of 6:15p with a 10-15 minute wait for quorum. If we do meet quorum, but committee members are missing, i will insist that we start the meeting.

As always, i will be attempting to arrive at the Library around 3pm (Tuesdays are my days off - most of the time).  So i'll be there to answer non-official questions as best i can.  I usually am taking that time to do some final research, and/or watch you tube videos.  So if you see me with my headphones on.  i'm just listening to music or videos.

Testing the waters

Okay, i've got a few posts to do, so i will start with this one.

     Previously i have mentioned that i would be attempting to test how viable it would be to live stream the council meetings and various other events in BH.  Well.  So far, it's only looking good for video that is streamed via a dedicated and clear wifi hotspot (of which there are many in BH).  But streaming using the Library's wifi, or an obstructed (a wall blocking) feed was a issue.  I have a few more test but for now, this is as good as it has gotten so far.

This is a test in front of the Benjamin Franklin Library using a wifi hotspot.  Not the Library's wifi.  This was a pre-protest/stream test prior to the CNN Republican debate on September 16th, 2015:

I felt a need to clarify.

Here i go,

     i may be on the PLUC, i may be on the BaFC.  But this is NOT a BHNC blog.  Neither endorsed nor monetarily supported by the BHNC or ANY government agency.  This blog is hosted by a free of charge service.  So although people may show verbal and emotional support and pats on the back for what i do.

     I make no claims of neutrality, nor do i claim to adhere to newspaper derived ethical codes.  I mostly provide info on what i see.  And it is not as though i am attempting to be neutral, or claim a cause, i often take sides.  But fuck if i care to put my position out there.  

     I realize that i can be wrong.  I get that.  I could chose a position that is utterly fucken stupid.  With that in mind i just put shit out there.  Some you will agree with.  Some you will think that i am standing firm with you, or against you.  BUT, chances are i'm just listening to what you think.  And it serves me no good to hide this shit.

     I also noticed that new reporters will leave out a lot of what they recorded, who they talked to.  Most to place their articles in a confined amount of written [or] visual space.  Me not answering to anyone, hosting my own site, allows me a quasi-unlimited amount of "talk" time.  I can put a stream, i can put up every single pic i took, in an incoherent way.  I could put up your vids.

     I noticed at the 1st and Soto protest that people were taking vids and audio and i have not seen them online.  And i put things up in raw format, mostly because i'm fucken too lazy to clip them.  BUT, that seems to be one of the most honest ways to do things.  To put up the raw, to point out the occurrences, or mark where things occurred.  For quick reference.  

     Bit that's it's out there.   uploaded.  You want to mistrust the news.  Well, put up the raw and catalog.  troll the markers, the appendix, the bibliography.   "this is what happened.  And this is where it occurred. These are my notes."

And if you ask where i got my style.  This is elementary school.  Basic questioning.

     This should be a relative short meeting.  If you click the link you will notice that the Los Fotos NPG is about the only thing really being discussed.  These meetings are generally "accounting" meetings. There is a section allotted for public comment, which is completely open to anything you wish to speak.  However, please keep comments related to the topic of the committee.  And like other meetings during General Public Comment, we can't address the items mentioned.  But document, maybe move the information to the proper committee/group.   

     If you looked at the agenda, you may have noticed that my name is listed there as an "officer."  So to clarify my position in the Council.  Although i did run for the BHNC almost two years ago, and was asked to fill in for a vacant seat this year, i am not ON the council.  I am however on the Planning and Land Use Committee (PLUC), and the Budget & Finance Committee (no acronym).

     With the B&FC (BAFC? BaFC?), we mainly review and allocate the money and money requests (NPG) of the allotted money that the Council is given.  To carry out expenses like the coffee at the meetings, translators, event booths, etc.  Or special projects.  The special projects are the ones that you come up with, the community.  The money is given to spend on the community, to benefit the community and if we don't spend it it goes back to the city.

1st & Soto: E.L.A.C.C. Notice of Evictions Protests, part 2

Part 2, The Protest

     This is mostly going to be listed in order of occurrence.  Some links will be listed for now on the idea that i just want to get this out there as soon as possible.  but will later embed the files. [Done].  This is because i attempted to stream the protest, and well, it's on their servers at the moment.
   
     The videos listed as Stream were just that.  I used my wifi hotspot location and UStream to live stream the events.  At least for a short period of time.  I had no one to verify that the stream was live, and when i tried to check myself there was no video showing up.  So i went back to simply recording everything. EXCEPT for the street march.  That was live and i got confirmation that at least one person saw it.  I think.

1st & Soto: E.L.A.C.C. Notice of Evictions Protests, part 1

Part 1, Further Backstory
 
     It can most definitely be said that i am biased.  Fuck yeah i am.  It can be said that i am biased about the East L.A. Community Corporation.  Which i am.  But because they have done SOME good in the neighborhood, i am at least willing to give them a case-by-case situation.  In my experience since their inception they brought hope to the community and ultimately let the community down time and time again.

     This is the latest case.  The Lorena project is moving forward despite the recommendation against it by the Boyle Heights PLUC.  It was passed by the BHNC. 


     The protest had been scheduled for at least two weeks now.  Though the details weren't really "out there" as much as i would have liked.  Some times i guess, people try to keep it a bit hushed as to not be shut down before it gets started.  But i know none of those details.


What i do know is that ELACC came to the PLUC [on April 9th]:

PLUC_ After After

So today's PLUC meeting ending a bit early today. Around 730.  The reason, the two presenters did not show up.  I'm still in the process of uploading the audio.

Note, that the audio was slightly edited to cut off excess audio.  Basically i forgot to hit the stop button at the adjournment.  That's all that was altered.

The main highlights were that there was a request regarding the N.E. corner of the 1st & Soto Project, for an update.  And that the two items on the agenda were tabled.

It must be put out there though, that we do have a time allotted for not only general public comment, but also for community presentations.   And although the committee cannot take actions on these items, they are documented, and can be placed on at later meetings (even if they are not at the PLUC meetings, but at another version of the BHNC), or shared on our various resources.  Thee community presentation section also allows for a brief Q&A portion should there be time.

Basically, if you have an event, WHATEVER, event going on that you want to inform the public.  i.e. get attention. *Wink wink*  we set aside time for that.

and one last thing.  If there is something that you feel needs to be on the agenda at the next PLUC meeting. All you need to do is talk to ANY one who is on the PLUC.  Make sure we get your contact info and maybe a brief description.

Re: 1st and Soto__ January 28th

So,
 i went through the audio of the January - Boyle Heights Neighborhood Council General Board Meeting (GBM).  Or should i say that i got through it at the membrane of my sanity.  I almost forgot how intense that meeting got. I've highlighted the major "plot points" of the discussion on topic.  If you are going to listen to the audio, i would say start about the 01:20:00 mark and make sue you have a comfortable headset.  My ears are bleeding.

Essentially, the Chavez & Soto project did pass the board in support.  The mariachi Plaza project was denied. The major one of content being asked about right now, 1st and Soto.  Was passed from the PLUC to the GB (General Board) and resulted in a 6-month Exclusive Development Agreement (EDA).  With a presentation to be made at the February 12th PLUC meeting.

I don't recall a specific date and tie given as the start of the 6-month, but let us assume that it was starting in February or even March.  This would mean that it would end July or August and there would be a resulting presentation at the GBM.

I will be covering the February 12th PLUC potion on a subsequent post.

Area 1 meeting & [upcoming] PLUC

So last night's Boyle Heights Area 1 meeting got started a little late.  Well enough late that those who had came to it, left before the doors had opened up.

So i want to touch on that issue first.

So, like most, our board members have jobs.  And get stuck in traffic from time to time.  This causes the meetings to start a little late.  This is why on the Agendas you will set the meeting starting time listed at 6:15, not 6:00 sharp.   As a general rule, wait about 10-15 minutes before you walk away.

If you see me there, let me know.  I'm usually there about 2 hours or more before the meetings that i attend. That is not to say that  will always be there at every meeting. But if you see me there, that means that the meeting hasn't been canceled, and we are just waiting for the doors to open.  I currently do not have authorization to open the doors for meetings (except the PLUC), which i am working on.  I'm letting the board members know that, or rather asking that, if i am there if it's ok for me to open the doors on their behalf just to reassure the neighborhood that: yes there is a meeting, and we are just waiting for the respective members to arrive.  To let those attending that it's just a traffic issue, or whatever. And come in and get situated.

At the Area 1 meeting (which started closer to 6:30) we discussed items that have been long in the talks, and there they stayed.  Such as: safety issues around Mariachi Plaza regarding reflectors at the crossing walks.   And other safety & traffic issues resulting from the 6th st construction.  reflectors at the 10 frwy exit on State St.  "Welcome to Boyle Heights" signage similar to what other neighborhoods have.  And where to place them.  The uprooted sidewalks and setting up a community clean up, as well as the street sweeping (or lack thereof) on 4th st, from Hollenbeck Park to Soto St.  Which was mentioned at the Fourth of July celebration.

Now, the Area meetings are there to gather suggestions and concerns directly from the various sections (4) from the residents, to bring to the correct committee and put on the agenda.  It's: "What does the community want.  Want to see." Community improvements, etc.

 it was also mentioned after the meeting a concern regarding illegal billboards/advertisement in BH specifically and in Los Angeles in general.  I only vaguely remember this issue.  And do not know if this specifically effects Area 1, or BH as a whole.  Which committee this would go to would depend on how concerned residents are about this.

Next. 

One concern that has been coming up is Metro's 1st and Soto Project.  I have seen posts and have been asked about this project especially in he past two weeks.  Now, i have to say that i have to go over my notes (i say that a lot) because i want to be accurate, but for now i can speak in general.  The concerns have been mostly regarding the north eastern corner of the proposed site/s.   Off the top of my head i recall that this project was put on hold.  At least as far as the NC is concerned.

I was reminded yesterday that we (in the PLUC) may have tabled the discussion on this item due to time restraints.  This is what i have to go through my notes to find out about with the intent of bringing this topic back to the pluc.  But i have to first go through my notes.

Please also be aware of these terms used: affordable housing, Low-income hosing, adjusted income housing.
When pressured, the presenters at the meetings will yield to what they mean. Or rather the way that they are using them.  Often i am finding that it does not mean what most people within the community understand it o mean.  They will tell you that it is based on the median (average) income of the CITY of Los Angeles, NOT the median income of Boyle Heights.  "market-rate." And not people on welfare.

Lastly,
We don't have an Agenda ready for the upcoming PLUC meeting as of this moment. (brb, gonna check my e-mail)...(no, nothing yet). It should be up around/by 5pm Friday September 4th.  This being a holiday weekend, i'm not sure what days i will be online.  but i should be online friday, saturday (briefly) and (briefly) sunday, not sure about monday.

Tuesday, if there is indeed a meeting that day, and i am working on the assumption that there will be.  I should be at the Benjamin Franklin Library by 3pm.  I have a meeting in the morning and i don't know how late that will go, if it will be an all day thing or not.  So in reality i may be late.  But if not, i will open the doors around 5:50pm.  At the very least to let those know that the meeting was canceled.

And then i'll go get a Jim's burger.

B[oyle] H[eights] Transparency

I am currently slowly going through my video recordings for BHT [YouTube] Channel, which will contain both audio and video of the council meetings i attend.  And the [unofficial] Boyle Heights Audio/Video Page, which will act as a hub.  Which are going through some modifications and uploads as i work out the site.  Which is a sub-section of my personal/professional website.

These site will eventually be re-worked to a singular name, with [walking] East of L.A. as the main blog site used to post stylized quick and dirty posts regarding BH related matters.  I am looking for other administrators or managers for the Channel, and if there are any bloggers who wish to be integrated in to the A/V page.

The sites will be called:

And although i am on the PLUC, and i have run for in the past and may be on the board in the future.  I wish to keep these things as unofficial as possible.  Meaning, that i do not speak on behalf of the board, or for the other members of the PLUC.   I can only really speak for my self, and record, display and share those things that are out there for the general public.

I will note regarding the videos, that at the last meeting, it was mentioned that recordings made by the council should be "destroyed" after a certain point.  However, these recordings, even if they aide the Council, are not made at their request.  Even if they have asked.  Only under court order will i take down or destroy the recordings.  They are free to use the videos as they see fit (specifically mentioned is for outreach), as the laws are the public, as the laws are clear about.

That being said, since the council asked, i sent the a message of my intent on how these files will be used so that there would be a electronic record of this intent.  A slightly edited version can be found on the splash screen for the BH a/v page, or simply click: "Letter of Intent."

In order to complete the installation of a new storm drain for the Sixth Street Viaduct Replacement Project, the contractor, Skanska, Stacy-Witbeck, will implement intermittent closures of the southbound 101 Freeway on-ramp.

WHAT: Temporary Day Time closure of On-Ramp to South Bound 101 Freeway at the Intersection of 4th Street and Pecan Street

in response to the court ruling against Inglewood, Ca i am issuing the following statement:

I do not know if the audio and video recordings that i make of the Boyle Heights neighborhood council meetings and committee meetings that i attend are copy writable by me. Or because i recorded them, that i have some sorta copyright just because i recorded them and they are my "property."  i don't think i do.

However!

I make these recordings for public use and if i do retain some copyrights of these recordings, i still say: "feel free to use these recordings as you see fit under fair use law.  I make these recordings for the public use."


And just so it's know.  I won't censor a recording or try to remove or hide it because someone embarrassed me, or disagreed with me, or whatever stupid thing like that.

I have never seen this as a Feminist movement.  I have seen it as simply a smart, hard and honorable thing to do.

"CITY COUNCIL ADOPTS MOBILITY PLAN 2035

In a historic City Council vote that will help reduce traffic by giving people transportation options other than their cars, Councilmembers Mike Bonin and José Huizar led efforts to adopt a 20-year mobility plan Tuesday. The plan puts an emphasis on safety, while encouraging and supporting increased pedestrian, public transit and bicycle use in the City of Los Angeles.
As chairmen of the City’s Transportation and Planning & Land Use Management committees, Bonin and Huizar worked with the City’s Transportation and Planning departments to develop and advocate for the 193 page report, which creates a Citywide planning and transportation plan that connects neighborhoods and thoroughfares utilizing a Complete Streets approach to safety improvements.
“When it comes to transportation planning for the City of Los Angeles’ future, Mobility Plan 2035 represents a bold step forward that builds on the work we’ve been doing in recent years where we prioritize multimodal options beyond cars utilizing Complete Streets planning,” said Councilmember Huizar. “While the automobile remains a vital part of our transportation future, so too is our goal to make our roads safer, more efficient and accessible with increased public transportation, pedestrian and bike-focused options. Mobility Plan 2035 does just that.”

Metro Soto Projects (1st, and Chavez Blvd)

"Hello Boyle Heights Stakeholders,
Abode Communities and East LA Community Corporation will be hosting an interactive community workshop on two proposed affordable housing developments on Metro-owned sites located at 1st & Soto and Cesar Chavez & Soto.

There will be housing, commercial and design stations where you can learn about the findings collected from recent community-based focus groups and provide your input.
Snacks, childcare and Spanish translation will be provided.
